Need to turn protection on, but it won't let me?

I noticed my antivirus and firewall protection were turned off. When I tried to turn them on, I couldn't. What's the deal? These need to be turned on. Why am I not able to turn them back on?

1. Download and run firefox to protect your from future spyware attacks and pop ups which are coming in through internet explorer (Trojan downloaders, win32 ) .Then update your windows through firefox
