After unistall the antivirus program, it is steel here?

I've tried the Antivirus Protection program, than uninstall it from Add/Remove program in Control Panel, it is working again

Yes, Microsoft Windows is shoddy like that. You try to uninstall and it leaves messy files, directories and junk in the registry. You'll need to manually delete everything that is left behind.
switch to the administrator account then try again some programs require you to be on that account
you have to remove it from Regisrty.

Uninsall it and scan with Ad Aware SE Personal and Spybot-S%26D.

You can also try to scan in safe mode (tap F8 when booting on) with Ad Aware and Spybot.
If whatever you are talking about has re-activated itself consider it may be some kind of spyware or virus. Do NOT touch the registry unless you know what you are doing. This is an easy way to destroy your system. Run anti-spyware and anti-virus scans before you do anything else.
