I've loaded 'Windows Live OneCare."
I want to trust it, but unless I know which company created this file, I hesitate to allow this program's Antivirus protection to get rid of it. It is being held prisoner in the "System Volume Information" which, of course won't let me see it!
I bought and attempted to install Symantec's "Norton System Works Premium 2005." But after struggling, to get it to sign on and "Activate" it's self [ for 6 weeks! ], I gave up. I uninstalled it and took pleasure in destroying the CD!! Help!! Any ideas??

All the information I can find on this file doesn't point to it being a threat at the moment.
It's a file that has been used by many vendors in the past such as Microsoft themselves (as part of an anti-virus install), Hewlett Packard (during a printer setup) and also Sony Eriksson (as part of a j2me SDK program).
Of course this doesn't mean it couldn't be a brand new malware infection which is using this filename - but at the moment it doesn't look like it.
I'll keep looking and post back if I find anything else.

I would love to know why other answerers think this person is infected with a virus / malware - as there is no evidence of this?
